If I wanted to be fully unambiguous, I might say one thing like "needs to be shipped prior to ...". However, often the ambiguity is irrelevant, it doesn't matter which Conference ruled it, if a bottle of milk reported "Best file used by August tenth", you couldn't get me to drink it on that day.
